How many scenes can one panel store?

The standard panel stores 3 memory presets.

Can I change a saved scene later?

Yes, re-save any preset at any time by setting the fixtures and pressing-and-holding the On/off button again.

Do scenes survive a power outage?

Yes, scene memory is stored on the panel and does not need to be reconfigured after power loss.

Does a scene control every fixture in the room?

A scene controls the fixtures paired to that specific panel. For whole-room control across multiple zones, save a matching scene on each zone panel.
